Heritage and Risk Reduction
Risk reduction involves an assesment of risk NPOESS takes in applying advanced technology to the development of new sensors. The more untested the technology, the greater risk. Heritage, which implies an immediate relevant
predecessor to an instrument under development, can help reduce risk. Obviously, the
least risky thing would be to exactly replicate current sensors, but taking
advantage of technological advances has potential benefit in terms of
reducing cost, improving performance or both. The goal of risk
reduction is to weigh the amount of
new technology to incorporate with the tried and true existing technology,
leading to a state-of-the-art system while reducing the probability of unforeseeable problems/issues. NPOESS
can learn a lot from past experiencesfailures, but particularly the successes
provide valuable insight, useful in the decision making process. Sometimes offerors will propose something totally new with little heritage and it is up to
the program engineers and managers to assess the risk.
